A buddy just came back from recurrent in Florida via YYZ. During the questioning the customs officer went to their supervisor in reference to the quarantine as they did not understand. The response was have a good day, your exempt.

The fact he does not have to quarantine surprised me actually.

Why would he have to quarantine? As a pilot he is exempt. It is clearly written.
And I bet every seat on the plane was full. The border is not closed to arrivals by air.

Here is the definitive answer from personal experience.
Driving into the US. Bit of a hassle at customs until we showed our TSA training approval. No issues after that. No quarantine requirement.
Coming back to Canada. No hassle at all and told by customs that there is no requirement to quarantine.
