Theres no rating required to tow banners.

If you have a plane with a tow hook, and the banners.....I could teach you in a couple hours!

Not sure what the requirements with TC and NavCanada are, if any.

No rating is necessary.

I believe the CARS says that the pilot must have a release latch onboard the aircraft or have the ability to release the banner in flight.
I am sure it's a 702 rule or 722 standard. I am not sure if it applies for private flying?

Best to find somebody with experience before towing banner. Just a couple of hours on how to set up & catch the rope...

Also, watch what type of airplane you use. If it is a small banner, a 172 is ok. But anything bigger then 75 X 150 ft, would make it difficult on the airplane.

Most banner towers use the 160 super cub. I am pretty sure you can find one in the Vancouver area that comes with the kit.
It's the perfect aircraft for this type of flying.

Good luck!

Asking a pilot about what he thinks of Transport Canada, is like asking a fire hydrant what does he think about dogs.

Unless I am greatly mistaken, if someone attempted
to tow a banner in Canada without a CAR 702 OC,
they would have at least four armed RCMP officers
break into their home with an invalid search warrant
and be detained without cause at gunpoint for 6 hours
without any explanation.

At least, that's how it's been done in Canada in the
recent past.

If we are agreed that anyone towing banners in
Canada has a 702 OC, they will certainly train
you before sending you off on your first flight
with a grappling hook in hand.

Reviving an old thread. I have given thought to towing a banner by a private helicopter. Not looking to do this for hire, just doing it "because". I've been searching the requirements, and the only thing that I tend to argue with is the fact that one needs an OC to do this. I fully understand if this is a money making gig, but this is not the case with me. Any feedback regarding legalities is appreciated. Please, just useful info wanted.... I know I can hire someone, I know I should have "X" hours experience, I know I should have the right equipment. Just give me the facts on legalities if you choose to respond please. Thanks in advance.

In the past when I was a much younger man I gave the local Transport Canada office a call & had them transfer me to the local airworthiness fellow to ask what I needed, failing that I would explain what I needed to my ame(who happened to be my dad at the time) & he would make the call & ask the questions.
My reasoning for this approach was that they interpret the rules & they enforce them so might as well start with them.
