About a week ago we were departing around 830 AM and on the ATIS it mentioned 35R was not being used due to noise abatement, where our charts indicated I believe it was 7AM when noise is no longer an issue. Did we truly spend that kind of money to have a runway that some NIMBY types are making useless? It is shorter taxi when taking off of the 35s with a right turn out. We landed on it on the way in the night before but kind of frustrating to see that kind of money being used and have it be unavailable.
Are there any other new restrictions to landing/taking off on the runway?

Was it on a weekend? 0900 for noise abatement then.
