I think the 12 BTT rule is excessive. It punishes responsible drinkers who may want a bottle of beer or a glass of wine at the end of a long day.
As has already been mentioned, it seems to target the problem drinkers who drink excessively and show up for work hungover. From my experience, those with a drinking problem will continue to drink. They just get better at hiding it. So the new rule solves nothing.
