Not sure but kind of looks like Gerry Norberg, think he owns his own norseman...looks like he's adding the underwater exhaust mod.

What's the advantage of this mod? Just noise suppression or does the back pressure help starting or something?

I think he is using the stove pipe to keep the flames off the belly during the first start after carburetor repairs or a long period of inactivity.
Be a shame to set the belly on fire.

Keeps the oil from spewing all over the belly and floats on start up after winter storage.
