if they lost all flight control boost its lucky they got that close to the airport. Would be interesting to know the model. Most civilian Hercs are H models.
From the vid it looks like a stubby so it could be Xmilitary and a water bomber. They were operated under restricted catagory and were made famous with the video of the wing departing in flight.
