A type rating expired over 6 years ago and needs to be renewed.
Is it a full initial course or is it a renewal?

Are you in Canada? If so, the type rating remains on the licence forever. The issue is the PPC, which requires a full course if training has not been completed in the last 30 months.

Yes, in Canada - I should have said PPC.

It's as per the Commercial Air Service Standards 725.113.
Since training in the 705 world is valid for six months, it's technically when more than 30 months has passed from when the last training was done that a new initial must be completed.(3) PPC, Line Check or Training Expired for 24 months or more (refers to paragraph 705.113(6) of the Canadian Aviation Regulations)
Where the flight crew member's pilot proficiency check, line check or training has expired for a period of 24 months or more, that flight crew member shall successfully complete the air operator's initial training program and a pilot proficiency check on the type of aeroplane.

You'll find the same wording in CASS 723.91 and 724.111 in case the type rating covered an aircraft operated under 703 or 704.
