Was it already spewing sparks during taxi? Probably not enough friction until the take-off roll, no? They were probably on the takeoff roll by the time it became obvious like we're seeing in the video.
From that point, the time taken getting the message through to the cabin attendants and subsequently through to the flight crew would likely have them airborne.

Dash brakes spark all the time. Sit at a window seat by the gear and you’ll see lots of them. I doubt they had anything to do with the wheel coming off.

Watch the video with sound.
