Instructor Rating for foreigner

Hello all,
I am currently holding a open work permit in Canada. I would like to proceed my career by obtaining the instructor rating. However, my permit prohibits me from doing academic or professional training, but when I called some schools up they say as long as Im not enrolled for CPL I am fine. Therefore, I am just wondering if anyone has any idea about working on instructor rating with a work permit.

You can’t hold an instructor rating until you have a CPL.

But check with CIC as to whether CPL training or instructor training counts as “professional” - they are certainly vocational, but you can do both with a tourist visa (no work permit at all) so I don’t see why they would be prohibited with a work permit.
