over weight baggage

I want to bring food nd medical supplies to Cuba while there is a relaxation of duties. Unfortuantely Air Transat does not allow a third suitcase on Cuba bouond flights. However i read that overweight bags will be charged a flat rate of $100 CDN for weights greater than 23kg and less than 32kg. The web site says that you pay the fee at the airport. Can anyone give me some details about the procedure, do you pay at the check in desk etc.
