None because “safe” is an adjective.

Passing a flight test is just an evaluation of your training. They need a way to measure whether your training was adequate however the flight test is and arbitrary line in the sand. As part of the evaluation you must demonstrate flying safely.

I choose A as is, and B if it was flying safe vs training as a whole.

The test at the end of your training is just the way we tick the box, it was all the experience and training before the test where most of the learning happened.

Interesting way of looking at it.

Correct answer is C. A is incorrect because they're not mutually exclusive. B & D are incorrect because putting the aircraft in an unsafe condition is an automatic overall fail.

With C, You can still be safe, but fail the flight test because you exceeded a tolerance.
