Not necessarily, but I'm sure in this case it is. If the information in the article is correct (big IF, I know), it seems like ALPA informed the media about the deal, but the pilots still have to vote on it. Is that how things usually go? Seems like most unions communicate publicly one a deal has actually been accepted and is in place. I don't think it really jives with the narrative of 'judging the contract in itself' and 'no pressure'.
When reading the article title, I thought it would have been Westjet management that leaked it to communicate 'we are offering them a 24% raise, if they don't accept it, they are the bad guys!'. I was surprised to read it was ALPA.

No, TAs are always discussed in the media. Just like the Ontario public workers one, just like Delta, AA etc. Details are always released before ratification. Usually pay specifically, but no it's not out of the ordinary.
The article also says they just obtained the TA. It doesn't say it came from ALPA, and realistically it probably didn't. The comments lower down from the MEC chair are just that, comments. I don't see that as related to who provided the TA to the media.
