TC license authorization for a once off ferry of a Panama registered aircraft
Does anyone maybe know where to start to see if you can get a once off authorization on your TC license to ferry a Panama registered aircraft? Any contacts in Panama?

I expect that TC will not be interested in the license you hold to fly a Panama registered airplane outside Canada. You should inquire with the Panamanian authority for the temporary license, as the plane is in their registry. Though I stand to be corrected, my understanding is that once the plane is in Canadian airspace, you may fly it on your Canadian license, but confirm that with someone who is authoritative....

TC has nothing to do with this. He needs a Panama pilots license to fly a Panamanian airplane and is looking for a contact to help him get a Panamanian license issued on the basis of his Canadian license like our FLVC.
Applicable CAR
401.04 No person shall act as a flight crew member or exercise the privileges of a flight crew licence in Canada in an aircraft registered in a contracting state other than Canada, unless the person holds, and can produce while so acting or while exercising such privileges,
(a) a flight crew permit or licence issued under this Subpart; or
(b) a flight crew licence, or a document equivalent to a foreign licence validation certificate, that is issued under the laws of the contracting state.
Personally I would start by googling Panamanian Flight Schools and see if they can give you a steer

The actual rule is you need a licence of the airspace you are in or of the registration of the aircraft. If you are ferrying the aircraft from Canada to the US holding a Canadian licence and a US validation of your Canadian licence would be acceptable. If transmitting several jurisdictions it is easier to get the single foreign validation from Panama rather than each country you would transit.

I think my original post was vague, its a Panama registered aircraft, currently in the US to be ferried to Canada. Do I need a validation from Panama or can the aircraft be flown as is outside of Panama?

How did it get to the US, and why is it going to Canada? Sounds like you might have more issues with Customs than TC. Assuming you have all the Customs docs in order though, the answer to your original question kinda depends on what it's coming to Canada for. If someone is buying it, or if it is otherwise being registered in Canada, I believe you will need a temporary Canadian C of R. Which I think should satisfy the licensing requirements? Don't quote me on that though...just trying to pull some vague memory from the back of my head of something I thought I heard at some point xD

Assuming Panama is an ICAO member, then If it has a certificate of airworthiness and a continuing certificate of registration from the Panamanian authorities, then you can fly it:
- in the US, with an FAA licence
- in Canada, with a Canadian licence
And the Panamanian registration and CofA.
You don't need anything else apart from insurance.

If you don't have a Panamanian licence then yes, you would need both national licences for a cross-border flight. Or, you have a crew of two, one with each licence, and switch PIC as you cross the border. If you have a Panamanian licence then you can fly it anywhere in the world with that. I assumed the OP doesn't have one of those.
