Looking at the video, seems there was a significant fire on the pavement under the plane. My first thought before I read what happened, it was a fuel spill that ignited. Is possible they couldn't use the slide because it would drop folks right into the fire.

Credit to the ground folks scrambling to get some form of ladder into play.

The 737 doesn't have slides at the overwing exits...your slide is the flaps going to 40

Those flaps look much closer to 0 than to 40.

Is there a way to deploy flaps with the engines off for an evacuation like this?

Evacuating at the gate, after arrival and bridging, is an unusual situation. Engines are shutdown, jet bridge is attached or in the process of being attached, seat belt signs are likely off, passengers are up and retrieving carry-ons, when suddenly an emergency develops. If the crew follows the evacuation checklist, the flaps will not extend if the shutdown checklist/flow was completed, unless they do a little out of the box thinking. Even then, depending on the timing, there may be ground equipment now positioned below the flaps. The flight attendants would need to re-arm the rear doors as well, if slides are desired. The quick selfless action of the ground crew may have saved lives and/or prevented injuries in this particular incident.

Incidents such as this are good discussion material for CRM or crew briefings, due to the complexity and need to complete extra steps.

Rules were a bit different when the type certificate was initially issued.
