Harvs Air
Does Harvs Air do formation training? The news article said the collision happened during a training exercise which I interpret as both aircraft were doing an exercise together or with others.

I don't think you can conclude that from the article. The article seems to indicate there were 2 solo student pilots on board. Even if they do formation flying -which I don't know-, there's very little chance they would let 2 student pilots go up to practice that solo.
As an AvCanada discussion grows longer:

Students don't ask permission first in my experience. I nearly got smoked by another student during our first formation flying attempt. I never did it again. That said, there's no evidence that they weren't just unlucky. VFR flying relies a lot on the big sky principle. The principle doesn't really account for everyone flying in the same practice area at the same exact altitude.

The track log of one of the aircraft shows they were doing circuits at CJB3 and then returned to CKK7 by joining the circuit straight in downwind. Looks like the aircraft was on final when it happened.
