Possible to surrender a license?
I was reading through the CARS and I was wondering hypothetically is it possible to surrender a license? The only references I saw were if it was forcibly revoked, or surrender a certificate of air worthiness?
I know it’s a common thing for older drivers but what about older pilots etc

I don't have a reference, but remember some discussions many years ago where it seems possible but there's no standard form or way of doing it. You'd have to get in touch with TC and somehow get your booklet back to them.
Why would you though? Nobody is forcing you to fly, even if you hold a license. And there are no fees as long as you don't renew your booklet or medical.

In the pasts, pilots have voluntarily surrendered their licences to avoid a fine from Transport Canada when the malfeasance was a misjudgment linked to the symptoms of old age.
I don't know that life insurance premiums are higher for holders of pilot licences are they? That sounds suspicious. Although liability from negative outcomes of flying in GA airplanes may be excluded, holders of pilot licences are typically fitter than average for their age, since they have regular medical examinations and lose certification for any common condition likely to result in sudden incapacitation or death. Therefore you might expect premiums to be lower.

Walk into a TC office. Set your booklet down on the desk. Tell the receptionist "I don't want this anymore". Walk out.
What are they gonna do, call security and force you to take it back?
Even if they mail it back to you, write "return to sender" on the envelope, and drop it in a mailbox.
