From what I can gather India implemented new FDTL regulations. Their largest airline decided to just ignore it and let the air travel system to descend into chaos by cancelling thousands of flights instead of hiring more pilots. The government blinked and are now trying to operate some flights themselves using their own inspectors as well as waiving the new regulations.

The only thing that surprises me is that there aren't more accidents.
