NEW ATPL Requirements RESTRICTED ICAO

If I understand this correctly, I can just do the SAMRA/SARON while meeting the hours requirement (1500h TT, 100h night etc) without ANY skill test, and I will get an ATPL sticker saying “Skill test does not meet ICAO requirements.”. I will get the ICAO Skill when I''m essentially at an airline? Is that accurate?
421.34(6) Restricted Licence
(a) Where the applicant has not completed the skill test in an aeroplane required to be operated with
a co-pilot as specified in subsection (9), the licence shall be issued with the remark, “Skill test does
not meet ICAO requirements.”  
(b) Where the applicant completes the skill test in an aeroplane required to be operated with a copilot as specified in subsection (9), upon request to the Minister the remark shall be removed from
the licence. 
And does that mean that the 12 months timer doesn't apply to me once I get my ATPL license saying “Skill test does not meet ICAO requirements.”? I have a license after all, it's just restricted? So essentially the the written exams don't expire if you meet all the other requirements (1500h TT, 100h night etc)
New Text 421.34(5) Skill
(a) Within the 12 months preceding the date of application for the licence, an applicant
shall demonstrate in flight or in a level C or D full flight simulator, and on the
ground, familiarity with and the ability to successfully perform, as pilot-incommand of a multi-engine aeroplane (with no central thrust configuration)
required to be operated with a co-pilot as defined in subsection (9), and fitted with

instruments and equipment suitable for two crew IFR flight in controlled
airspace:  
(i) both normal and emergency flight procedures and manoeuvres
appropriate to the aeroplane in which the flight test is conducted and
to successfully execute all manoeuvres and procedures set forth in
Division XIV for issue of a Group 1 instrument rating.
(ii) a Pilot Proficiency Check (PPC) for operations under IFR in
accordance with Part VII; or 
(iii) a Pilot Proficiency Check (PPC) or Pilot Competency Check (PCC)
for operations under IFR in accordance with Subpart 604 conducted
by a person designated by the Minister to conduct the flight test

I don't totally disagree with the change but it's disheartening to see ANOTHER roadblock for someone starting out

I believe your interpretation is incorrect, you will still need a Group 1 Flight test or IPC completed in the preceding 12 months to the ATPL application as per previous requirement. The ICAO requirement is that the IPC must be on a 2-crew aircraft. So once you do your type rating on 2-crew twin, you will received your unrestricted ATPL. Not a big change from previous requirement, just requires a PPC/type rating on 2-crew in addition to previous requirements.

Just confirming, does this mean you have to have a captain's PPC in order to get the full unrestricted ATPL? i.e. you can only get the complete ATPL once you upgrade.

I agree with the changes, except for the fact that I still need to do a skill test for the restricted ATPL. That's ridiculous. 2 skill tests... Why even do a skill test if "‘Skill test does not meet ICAO requirements".

There should be 1 skill test in 2 crew aircraft.

There is really no change practically but a note on your licence. The restriction applies outside of canada but you cannot captain a 2 crew anyway without the proper PPC
