Question: My licence is expiring this summer and I haven't worked in the industry for the better part of 2 years. Am I correct in my understanding that I will not be able to renew my licence because of the lack of time in?
Am I also correct in stating that in order to get my licence back, I will need to have 6 months employment in the industry and required to rewrite the CARs exam, should I choose to return to the aviation industry?

The first part of your question refers to recency,
Recency Requirements
403.05 (1) No holder of an aircraft maintenance engineer (AME) licence shall exercise the privileges of the licence unless
(a) the licence was issued within the preceding 24 months; or
(b) the holder of the licence has, for at least six months within the preceding 24 months,
(i) performed aircraft maintenance,
(ii) supervised the performance of aircraft maintenance,
(iii) supervised in an executive capacity the performance of aircraft maintenance, or
(iv) served as an aviation maintenance instructor or supervised another aviation maintenance instructor in an aircraft maintenance training course provided by an approved training organization.
(2) The holder of an AME licence who is not in compliance with subsection (1) shall regain currency in accordance with the standards set out in Chapter 566 of the Airworthiness Manual prior to exercising the privileges of the licence.
The second part of your question depends on when you decide to return. The following is taken directly from the Transport Canada website,
Reissue of a licence expired for less than 1 year
Licenses that have been expired for less than one year will be reissued upon submission of an application form 24-0083, payment of the required $115.00 reissue fee and a new photograph.
Reissue of a licence expired for more than 1 year
Licenses that have been expired over one year will be reissued upon submission of an application form 24-0083, successful completion of the Regulatory Requirements (REGS) examination, payment of the required $115.00 reissue fee and a new photograph.
Reissue of a licence expired prior to august 1, 1999
An individual whose license expired prior to August 1, 1999 is required to meet the conditions of initial licence issue in accordance with STD 566, Division I. Credit for previous basic training, experience and maintenance tasks may be permitted provided such requirements are appropriately documented and fulfill the requirements of STD 566.
Cheques and money orders must be made payable to the Receiver General of Canada.

You don't need to have a job to keep your license. Required is just "performed maintenance", which can be changing a light bulb in somebody's plane and making the entry in the log book. It's like being apilot. Just because you don't fly for somebody else does not mean you lose your commercial pilot license. Keep the minimums required and TC can't do anything to spoil your life.
