Since there continues to be an huge amount of confusion/ignorance in the industry about who is responsible for what, and who should be bitched at for various things, here's a refresher. I'm tired of people bitching and whining about various things and blaming the wrong agency.
Transport Canada: Industry regulator and responsible for implementing the CARs, etc. If you don't like the regs (stupid or otherwise), the way rides are done, or medical fees, bitch at/about Transport.
Nav Canada: Regulated by Transport. Owns and operates the ANS, which means navaids (including approach equipment at airports), ACCs, FIC/FSS, Towers, provides Wx briefings, charges movement fees and annual fees. If you don't like any of the above services, bitch at/about Nav Can.
Airport authorities: Own and operate airport buildings, runways, terminals. They charge landing fees.

Interesting now that the government has unloaded the Air Navigation system and gotten out of running the airports. It is now user pay , o/k fine but has our tax gone down because these services do not come out of the federal treasury - not likely. So we pay the same tax and pay more for the Air Navigation service(Nav Can) as well as usage of the airport structure throughit's airport fees. That is the big joke with the Liberal government "lowering taxes" during the 90's. Income tax may have dropped 1%, but everything was downloaded, so now we save $300/year in income tax, but pay $1000 per yar in additional gas taxes, airport fees, security fees, etc. What a sham.

Our federal debt was growing at $40B per year prior to all the downloading and fee increases (across all the various gov't departments) because we were living beyond our means. Just the same way Quebec is doing right now with their daycare system, which is hugely subsidized and would sink the government on a federal level.
Not to suggest that the government couldn't be run 10x more efficiently.
