These government department adds are to ensure they have advertised the position.
In 98% of these jobs they already have chosen who gets the job.
You can almost bet it's just window dressing.

The hardest thing about flying is knowing when to say no
After over a half a century of flying no one ever died because of my decision not to fly.

Son, someday you will make a girl very happy, for a short period of time. Then she`ll leave you and be with new men who are ten times better than you could ever hope to be. These men are called pilots.

yup, been there done that.
I went to an interview for a job with Alberta Housing Corp. once and the guy who interviewed me was real evasive.
Anyhow he already had a a pilot chosen long before the job add.
The guy he hired did not have his instrument rating finished when he started the job.
Anyhow about a week later I get a call from the guy who interviewed me and he said he needed a favour.
He had a very important meeting in northern Alb. the next day and the weather was IMC and he needed a pilot to fly with their pilot to make it legal to file IFR.
I said sure no problem what time do you want me at the airport, and he said 7AM....so I said see you there.
At 7 AM I showed up and asked him how important the trip was, he said extreemly important so I said then I guess I can ask for a good days pay.
He said sure how much.
I said ten million dollars.
He stood there like a deer caught in the headlight of a freight train.
I said, look you screwed me around on that farse of an interview so now its my turn.
Anyhow he did not do his trip that day and I at least had some pleasure out of watching him panic trying to explain to his passengers why they had to cancell...it was real nice sticking it to him.

Youre correct in the fact most times someone has been slated for the position but it has to be posted.
The AB Gov did the same thing in the maint dept a while back posted for Engineers with -8 experience and wasted peoples time doing interviews and hired their man (who by the was was boasting he had the position before the interviews were held) then sent him on the -8 training.

Glad you enjoyed it anti-ice.
Just remember as you go through life that generally what goes around comes around and sometimes you will actually get to make it happen.
Sticking it to that slimey coc.sucker was real pleasurable and something I am proud of.
