There is the possibility that the water out of YQT was from a local company. In emergency situations such as this in YPM, sometimes it's not a matter of where the supplies come from, just as long as they get there and in a timely fashion.
I agree, it would be easier to haul such loads out of YRL or even YWG, but in desperate times, it calls for desperate measures. Not to mention this situation occured over the weekend and trying to get a water company to supply such loads in that short amount of time is quite the demand.
I think the water company and the airline that aided the water crisis in YPM did a great job and should be commended for it.

I guess they didn't want any impurities in the water to put out the fire at the school just in case they did save it. Kids might get sick if they went back.
