CAP question

In the CAP for YQU... the MSA for each approach is lower than the Procedure turn altitude? Why would they do that? Why just not make the MSA the same as the Proc turn alt?

Better yet - why not make the procedure turn altitude the same as the MSA??

Have a look at the airspace around the airport. It may be an attempt to keep you in controlled airspace throughout the approach.

It seems strange to me that you could be inbound at the 25NM MSA and then once you cross the beacon you have to climb up to the procedure turn altitude?

Remember, the MSA is for obstacle clearance only. The approach takes into account controlled airspace, noise abatement, special procedures at the aerodrome, etc.

Think of the MOCA vs. the MEA

... ours is not to reason why, ours is but to do or die! hehehe
