Have the schools been given this contract yet this year or is it a little early?

I'd say it's a little early ....

Those cadets applicants should be writting their "entrance exams" around this time.
(similar to a PPL ground school 'final exam')

Those who score (usually) 80% and above get to move on to the interview stage
which normally would happen in 3-4 weeks from now.

Once all is said and done, then their files are sent to Trenton to assess
who will be granted a spot on course. The acceptances are sent to the local squadron
usually in late April - early May.

The course starts around Canada Day and goes for 7 weeks, ending the 3rd
friday of august. I'd guess a June 30th start till Aug 15 for this year.

From past years, and experience (both as a cadet and as an instructor),
here in Ontario, 65 cadets get the PPL scholarship. Most schools get the nod once the
DND has decided who many spots will be available and how they will be divided.

FYI ... typically, there are 4-5 centres (FTUs) with 12-18 cadets each.

Past few year these have been the FTUs (in Ontario, anyway)

Waterloo-Wellington Flight Centre - Breslau (Kitchener-Waterloo)
National Flyers Academy - Breslau (Kitchener-Waterloo)
Durham Flight Centre - Oshawa
Kawartha Lakes Flight Centre - Lindsay (formerly known as 'Linvic Flight Centre')

There's more than just Ontario. Quebec has about 3 FTUs, a couple more in the maritimes, etc, etc...

Don't forget to check those out.

The schools were given the contracts last month. I am not sure of which schools however.

at what level of flight training do they receive? Rec level or Private level, I was never sure.

PPL, and if they finish early they have the option for paying for a night rating on their own time.

they have the option for paying for a night rating on their own time
but they hardly allow that anywhere during these courses.

Well I can Guarantee National Flyers Acedemy out of CYKF, Kitchener Waterloo, Ontario do. I did PPL and Night in 5 weeks.

Damn the two years I have done it we have been down to the wire to get er done. And our airstrip has no lites. Suppose as an instructor it would not be so bad once the flight test starts we spend a lot of time BBQing, ground briefing and keeping the walking bags of hormones occupied. Essentially anything but flying! Go from logging 6hours a day to 2 if you are lucky!
