Supporting documentation satisfactory to NAV CANADA may also be required.

For the record, I did read that comment the first time, and the second time, and now the third time. The reason I didn't reply to it, is that it doesn't mean anything.
If you will note that fine print at the end where it says that supporting documents "satisfactory" to Nav Canada is required.
When you have a monopoly, setup by the goverment, and are allowed to collect a tax, then the rules of payment obviously will be biased toward the "company".
