American approach ban

Had a quick conversation with a controller as he switched me onto a pretty quiet frequency early this morning about his understanding of our approach ban. Mercury XXXX was on his way into my departure airport around midnight. Vis was down around 3/4sm but he said he couldn't accept the approach clearance because he needed 1sm - only the LocBC was available last night with the advisory vis stating 1sm. Easy answer was call the tower and get them to check the vis again - I departed a few minutes ago and it was likely around 2sm or more. Mercury got in, as did air canada behind him, so no big deal.
But. Here's my question:

Mercury comes up from the US and still follows the american approach ban - needs the vis as stated on the approach plate to even try an approach. As a canadian commercial operator going to the US do we still follow our approach ban or do we need to conform to the american ban? Secondly, does the answer change if I'm a GA operator (ie: not operating under 700 rules)?

If you go to your neighbors BBQ you don't crap in his yard...... At least not without asking first. Thoughts?

The short and easy answer for most operators would be that you are governed by the limitations of your respective Operating Certificate/Operations Manual or the laws of the State that you are currently in, whichever are the most stringent. As for a GA operator; if it's 604, you are still governed by the aformentioned, if it's 600 then it would be just the "laws of the land".

I fly for "Mercury".

Our Ops Specs / GOM state what we are allowed to do as a US operator in Canada. Basically, we use FAA approach and alternate mins while flying in Canada.

Clear as mud?
