I'm preparing for my written and have a question regarding the flight experience requirements. It states that you must have completed 100% of the ground school requirements and 50% of the flight experience. Does this mean for the flight portion I just need 15hrs total or must I also have half of the instrument requirements within that 15hrs?

Your class one instructor will cover that in his
letter of recommendation for the written test.
Here's a letter of recommendation I wrote for
a class 4 instructor this year, to write the test:

LETTER OF RECOMMENDATION TO WRITE THE AIRAF EXAM
Dear Transport Canada Aviation:
XXXCandidateXXX (D.O.B. August 23, 1962) file number XXX holds a Canadian Commercial Pilot Licence CAXXX with a valid Category One Medical.
He has completed well in excess of the minimum 25 hours of Instructor Rating Ground School Instruction required by CAR 421.69(2). Please see his certified PTR, which also shows that XXX has completed more than 15 hours of dual flight training towards his Class 4 Flight Instructor Rating. Since CAR 421.69(3) requires 30 hours of dual flight training, XXX thus meets the experience requirement of CAR 421.13(4)(c) which specifies 50% of the flight instructor experience requirement and is eligible to write the AIRAF.
As his ground training instructor, I would be grateful if you would please accept this letter as a formal written statement that XXX has completed the required ground school instruction, and has reached a sufficient level of knowledge required to write the written examination for the Flight Instructor Rating – Aeroplane Class 4 (AIRAF).

CAR 421.13 (4) (b) an applicant for a Class 4 Instructor Rating shall have completed fifty percent (50%) of the flight training requirement, and all ground school requirements;
This could be interpreted as needing half of those 5 hrs teaching instrument. Looking at the CAR 421.13 (4) (f) (which would apply to a CPL) it uses the words "total flight experience" rather than "flight training requirement" which would sort of backs that up. Nobody had to fly half the 300 nm x-c during their CPL to be able to write the written. They must have used different phrasing for a reason.
That said, TC never even looked at my PTR when I wrote the AIRAF. Just looked at the numbers.

Thanks for the replies. What was said makes sense. The class one who will be giving me the recommend is pretty set on that 2.5 hour instrument for the written though
