Maintenence Questions
Was unable to find answers in CARS so here goes
1. Does elementary work have to be signed off by an AME- flightschool setting?
2. With regards to out of phase tasks and equipment maintenance what is the time period for ELT'S Altimetry devices and transponders?
3. Who is the only person that can sign a maintenance release- I believe its only a AME licence holder.

1) The elementary maintenance per se doesn't need to be signed off every time, otherwise it kinda defeats the purpose!! What has to happen in a commercial setting(including flight school) is the tasks have to delineated and approved/incorporated into the schools op[s} manual. Then, an AME has to instruct you as to how to carry out the tasks. This training has to be recorded and there is a recurrent requirement. It's a little work to set up but runs pretty smooth once in place.
2) Check out CAR 625 Appendix C "Out of phase task items" ELTS are annual and Pitot static systems are generally 24 months.
3) Yup, that right. Only an AME can release an aircraft after maintenance action. Of course there are specific example exceptions, ie, elementary maintenance if incorporated is signed by the PIC. In a large A/C production environment, persons with "shop authority" better know as ACA's can sign of tasks but NOT the final release

Do any of you Borek guys do wheel/ski change overs and is it a company thing or does an AME have to sign it off? It could probly be an elementry task. Just wandering.

This is correct; however, the ELT battery must be changed at the manufacturer's recommended interval. Also, in regards to pitot-static/altimetry checks... this check only needs to be done if the a/c will be flying in IFR or in class B airspace. I believe the check involves a recalibration of the altimeter.
Standard 625 appendix B & C explain what is to be done. Standard 571 (the appendices) explain how the checks are to be done.

The W+B has to amended in the end, so a qualified person current in the approved MPM/MCM to preform that task, would be able to return the aircraft to service.

3) a maintenance release does not have to be only signed by a license holder. an SCA or RCA can sign a maintenance release however only and AME with proper ratings can sign out an aircraft. signing out an aircraft and signing a maintenance release CAN be 2 seperate things. a maintenance release signed in a component shop or even building up a wheel in a hangar can be signed by an unlicensed technician if the shop is allowed to and has granted the individual RCA or SCA. while a maintenance release on an aircraft states that the work completed is all good, an unlicensed tech can sign out an aircraft if granted permission through the company and the company has liability approval from TC.
an ame license allows you to sign a maintenance release, but so does an rca or sca... an aca can only be granted if the person has an ame license. it's not as black and white as it may seem.

ANSWER: CARs has an exhaustive listing of what constitutes elementary work, and each time an elementary maintenance task is done, it must be accompanied by a signature of a properly trained person within that organisation. This person does not have to be an AME. See CAR 605.85 (4).
