IATRA Passed - new sticker..???
does TC mail out a new license sticker when someone passes the IATRA?

No, just a parade, ticker-tape and bag pipers. No sticker, but most guys get an embroidered patch to sew onto the back of their "cut".
Sorry, couldn't resist.
They just give you two letters, one says " this guy passed the IATRA " the other says the same thing but it has your score on it as well.
Depending on your score and/or general douche-baggery-ness ( also whether you got 98% or 71% ) usually determines which copy you turn over to your new employer when they ask for a copy for your training files.

You'll get the new sticker when you fullfill the 2nd part of the "Initial Airplane Type RAting" (IATRA) process- namely, when you pass the Type Rating Checkride!
