Flying Canadian Registered Aircraft in Canada

Foreign Licence Validation Certificate (FLVC)

If you are planning to come to Canada and you wish to fly a Canadian registered aircraft on the basis of your foreign licence, you must obtain a Foreign Licence Validation Certificate (FLVC) from Transport Canada. You do not require an FLVC if you will only be flying with an instructor.

You will be required to complete an application form, pay a fee of $45.00 present a valid passport, a valid foreign pilot licence and medical certificate, (temporary foreign licences or endorsements will not be accepted for the issue of an FLVC if there is no licence number shown on the document). The FLVC can then be issued for a maximum period of one year.

A FLVC can be issued for recreational purposes, (pleasure flying only), aircraft ferry or customer acceptance flights, or to allow you to accumulate flying experience before returning to your home country.

If you wish to work as a commercial pilot in Canada on the basis of your foreign licence, you should contact the Canadian High Commission or Embassy in your country and plan to apply for the FLVC through the General Aviation Branch in Ottawa.

Please note that the Foreign Licence Validation Certificate is not a Canadian licence.

Pilot Qualifications

705.106 (1) Subject to subsection (3), no air operator shall permit a person to act and no person shall act as the pilot-in-command, second-in-command or cruise relief pilot of an aircraft unless the person

(a) holds the licence, ratings and endorsements required by Part IV;
In order to use 421.07 (2) (j) to provide FLVC to hundreds of foreign licenced pilots to fly under Part 705, Transport Canada needs to maintain the illusion that foreign licenced pilots with a TC issued FLVC are considered as licenced under Part IV. They are not. They never were.

This is why this Web Page was an inconvenient witness that needed to be taken out.

No, it's not a License. It's exactly what it is, a validation. It validates your home countries ATPL on the prerequisite that you pass a PPC and Line Indoc on type. And may also work for remuneration or reward in Canada because they have been authorized to do so by another Canadian government agency.

Yes, It validates other licence requirements for foreign licence but does not qualify anyone to work as a commercial pilot with a Canadian airline. I hope i am not making anyone angry here! Gilles, i agree with you 100%. FLVC is not a licence and you need a licence to fly Canadian registered aircraft in Canada. I am going through my old files and i had a copy of FLVC original issued document (about a decade back). If i am luck and able to re-surface it, I will post it on the this forum.
