My friend wants to start initial flight training in Saskatoon. Any recommends or ratings for local flight schools would be appreciated.

I've flown with both Mitchinson's and Millennium.
They have different approaches; Mitchinson's runs like a business, Millennium like a hobby.
This is illustrated by my experience renting. Sometimes I pick up an airplane early in the morning to take for the whole day. I expect the airplane to be ready when I show up for my rental.
Mitchinson's has their plane in a heated hangar, they have someone there to meet me in the morning when I take it. It is fueled, oil is in it, extra headsets, whatever I need and I depart on time.
Millennium has more than once left the plane without wing covers, unplugged, unfueled and no one is there when I show up.
That said - Mitchinson's has a 30 day currency, Millennium has a 90 day currency. Mitchinson's will not allow you to take a plane solo at night unless you are completing a night rating. Once you are rated, you cannot rent their aircraft at night. I believe they also will not let you take the 300 solo.
Millennium will rent to you for night and I believe you can take the Twin Comanche solo.
Mitchinson's has 172, 150s, 182, 177, and a 300
Millennium has a Cherokee 140, 160(I think) and a 180, some Cessna 150/152s, and a Twin Comanche. They used to have access to a Mooney, and not sure if they still have access to a Cessna 170 for taildragger training. The Cherokees are only insured for Pilot +2.
At the end of the day - it's going to cost a good chunk of money no matter what. At nearly 200/hr for a 172/Cherokee 180, I would recommend finding the school that will commit to finishing the flying in the shortest span of time.
I think I have rented an equal amount between the two, and will likely continue to do so. It's 6 of one, half dozen of the other.
