You have balls, but no.

See CAR 421.70(4)(a)(ii) which as a flight instructor
you ought to be able to find.
(ii) recommending no fewer than 3 students for their flight test for issue of a permit or licence, all of whom demonstrated the required standard of skill and knowledge
I don't want to talk about the class 2 upgrade in this respect.

I think I might be saying the same thing as the Colonel but in a different way ... I want to make sure my understanding of this is correct.

If you get a partial (I.e. a fail) on one of your flight test recommends, but then complete a review of the failed exercise(s) and re-recommend the same student for his partial flight test you then end up with 4 recommends, of which three are successful and you can upgrade to a class 3. If another instructor did the review of the failed item(s) and partial flight test recommend then your hooped.

At least this is the way it worked for me ...

You had 3 successful recommends and 1 unsuccessful
recommend. The former is IAW CAR 421.70(4)(a)(ii)
which does not mention the latter.

This is different from the class 2 upgrade, where incompetence
is rewarded. I still don't want to talk about it.

Yes, with your current record you can upgrade to class 3, and you now have 4 out of the 10 required to upgrade to class 2.

Correct. The more of your students that fail,
the faster you upgrade to class 2 (or 1).
