As one of the friendly neighbourhood FSS you'll be speaking to in Muskoka, it's not that different than at an airport without a ground frequency. Instead of broadcasting to traffic, direct your calls to Timmins Radio.
As we do have to do a lot of multitasking, we apreciate a heads up call with your four letter identifier, your type, and if you have the AWOS. That gives us a chance to generate a strip for you and reduces the requests for repeats. Once we respond, tell us your position/altitude, your last point of departure or destination, and your estimate. We'll give you runway and traffic information, as well as any other pertinent info like pireps and applicable notams. Tell us your intended runway and how you plan to join the circut(or depature intentions). Make all your mandatory calls as usual. If there's conflicting traffic, we'll give you updates and sort out any issues.
If you're unsure of anything, don't hesitate to ask. We're here to help and make sure everyone is safe.

They're effectively NORDO then. If you have an issue with people not being on the radio then you should complain to TC via CAIRS and let them know that you believe it's a safety concern and that airplanes should be required to have a radio and to use it like they are at an MF.

Maybe having someone not talk on the radio is a reminder to you that you need to always be looking out for other traffic at an ATF. Everyone knows you don't require a radio at an ATF...

Not at all. There are NORDO aircraft and they should be allowed to fly too. But why does someone *with* a radio choose not to use it?

True. But everyone *with* a radio *should* use it, as per the AIM.

Because they're not legally required to do so.

Maybe they're old crusty bastards that are tired of all this unnecessary radio BS and will only use it when they have to. They were taught to look outside when they fly and technology and rules have advanced much more than they like.

Whatever the reason, the simple fact is that you, flying your airplane into an ATF, need to realize that other aircraft could be operating NORDO in the area and YOU need to lookout for them.

Getting pissed is going to do nothing. Like I said before, if this is an issue for you then submit a CAIRS report and try to get TC to mandate radios and radio calls for every airplane in Canada.

That being said, I agree that they should be using the radio if they have it. It's poor airmanship not to do so.
