So, if the current facts are correct, it seems as if the F16 pilot was doing solo instrument approaches in VMC class E, outside the MOA.

I have no knowledge in military aircrafts, in this event if the c150 had a transponder on, the F16 should have been able to detect him and avoid him easly? (TCAS)
Is there any other avionics a figthter has to detect other aircrafts in the flight path?
I think there is not much informations and awareness provided to VFR pilots on the danger of colliding with IFR traffics in a non controlled environment. Just turning your transponder on could save your life, I know many don't when not needed.

No TCAS in a fighter but definitely a radar, an interrogator and possibly Link 16. I doubt the pilot was paying much attention to the radar/interrogator or any magic on final approach
