Is there an accelerated program to go from fixed wing to rotary for private licenses?

Yes...
- a 35 question (I believe) exam focusing primarily on Helicopter aerodynamics and the difference in the CARS that apply to helicopters
- 30 hours helicopter time (a little more than 1/2 is dual, the rest solo)
- flight test

You are correct. I just got an email from Transport Canada today with the following information.
There are credits available to pilots holding Private Aeroplane licences.
Canadian Aviation Regulations (CARs) 421.27 (6) PPL-H outlines the credits available including a 20 hour ground school credit, an alternate written examination (PHRAC) and a flight experience credit of 15 hours .
