ICAO English Test for Oversea Applicant
My friend's landlord in Hong Kong wants to learn how to flying in the GVRD region and I'm doing research on his behalf. Since you need an ICAO Level 4 proficiency, how can the one be examined without being in Canada first. Langley Flying School's webpage stated all international students must complete an IELTS exam but I find no reference of this on TC's website. Now, you can take the IELTS exam in Hong Kong but this seems like a school specific requirement and not a legal requirement. I also Googled the terms "ICAO English Hong Kong" and came across a school that wants $800 Canadian for 30 hours of aviation English training plus exam. Personally, that sounds a bit iffy because ground school use day to day English.
A question for myself. I got my PPL before the introduction of ALPT and never had to take one even when I did a few hours of recurrent training in the last 3 years. What's the rule for people like me? I worry because me English are bestest!

Transport Canada will only issue a language proficiency qualification to the holder of a Canadian Aviation Document Booklet (blue licence book) or to someone who is applying for one because they've met the requirements for a PP-R or PPL. TC will not issue any kind of language certification in its own right or to holders of foreign licences. A memo was recently issued to all examiners in this region to verify that language proficiency test applicants already hold a Camadian pilot licence or are qualified to apply for one because they were fed up with dealing with disappointed applicants who couldn't understand the rules.

Whatever qualification he uses to prove to Langley that his English is good enough to begin training he will have to take another official English test with a Transport Canada examiner during or after his training before he can be issued his licence.

The ICAO English Proficiency test is nothing to do with any school's entrance requirements. You'll need rather better than ICAO Level 4 for ground school and flight training.
I did mine over the phone. They prefer it that way, since most communication will be over the radio.
Sidebar: I went for a flight in a Warrior in Costa Rica a couple of years ago. Around San Jose all the radio chitchat was in English, but had a stilted quality that suggested it was all the English many of the controllers knew.

Thanks for the quick relies! I only used Langley Flying School as an example and I haven't finalize my list of school candidates yet. I knew IETLS is more of a private standardized test for normal school admission but its reference during my research threw me off a bit.

FWIW I learned to fly at Langley Flying School, though before the new owners took over.
Langley airport has tiny runways (01/19 is 2100 feet long), so you learn precise, stabilized approaches very early in your flight training. First solo times tend to be a little high as a result. So be it.
Langley airport is adjacent to the Glen Valley practice area, and you will be spending a lot of time there.
The Cherokees have a roomier cockpit than a 172 (for two people, at least). To me they feel a lot sportier in the air, but I've only ever flown later, heavier 172s (172 P/R/S/SP).
At peak times Langley is busy enough to be challenging, but nowhere nearly as nuts as Boundary Bay can get.
The Langley tower controllers are very patient, but will tolerate no nonsense. By the book is the only way. As it must be.
