We all know that US regulations were tightened few years ago and pilots are now required 1500 hours to fly in the regional and the mainline.
It has taken a few years but supply and demand is changing, because no ones wants to waste their next five to seven years into extreme poverty, and now we see this kind of ads popping up http://www.airlinepilotcentral.com/airl ... a_airlines
I talked with a recently hired flight instructor who got into an American Airline program.
It is quite good. He is guaranteed a minimum of $58,000 USD until he makes it to the mainline. So he is working as a FI and commuter or air taxi pilot until he is getting 1500 hours. After he will join the regional airline and he will still be guaranteed the $58,000.
While in Canada, you have to do some ramp work, you may have to pay an upfront cash training bond for a Navajo and hope to make $12,000 a year in northern Ontario, if lucky you will make it at Jazz in not too long and work like never before for a good $36,000 a year based in Toronto.
Disregard other Canadian unions, ALPA Canada has the means to lobby the government in order to force changes and make impossible for Jazz or Sunwing to hire wannabes, like ALPA USA did. It is not a secret that the top people in charge of ALPA Canada are also working for Jazz so it would take a lot courage. But who knows? Maybe it is time to enhance safety in Canada as well.

Until the regionals end up cancelling flts due to lack of crews costing them $$$ or another Colgan Air type incident occurs, nothing will change.

The Canadian regionals are already requiring 1500ish as a competitive applicant, typically ATPL as well. There's some flexibility as it's not a law, but it's a loose "rule".
The supply is running out. However, the problem I see in Canada is the 703/704 world can't pump out enough ATPL candidates for the Jazz/Encore/Porter world to hire. There's also a lot of 704 captains who don't want to work for 36,000 a year, lots of really good candidates who simply aren't interested in the WAWCON of Jazz and Encore.
Also, 703 FOs are typically paid 30ish and 703 captains are paid 40 to 70 grand (depending on equipment, company and area).

When there aren't any 1500 hr pilots for the 705 world to hire.
200hr wonder is hired by 703 company. 2-3 years later they have an ATPL and command experience. There's only so much room for movement, only so much flying to do. Unless they can increase the amount of 703 flying, there's a limited amount of flying of which to build suitable candidates.
