You never heard the term "American exceptionalism"?

WRT to standard weights in a W&B the CAR"s and CASS are quite specific, in addition AC 700-022 provides even more specific guidance and requirements pertaining to non-standard weight passengers:

"Note:
These average weights are derived from a Statistics Canada Survey, Canadian Community
Health Survey Cycle 2.1, 2003.
On any flight identified as carrying a number of passengers whose weights, including clothing and
carry-on baggage will exceed the company approved standard weights, or the TC AIM published
average standard passenger weights, the actual weight of such passengers are to be used.

Where no carry-on baggage is permitted or involved, the TC AIM average weights for males and
females may be reduced by 13 lbs or 5.9 kg."

I recently spent many hours reading about various enforcement actions and
there is a big difference between what Transport tell us and reality.

Reality is a large number of those "enforcement actions" are subject to an appeal.
When the matter is being appealed, Transport don't mention that.

There is a significant number of enforcement actions presently under appeal
and those involved are often positive about the outcome.

You get to hear about the successful appeals on the grapevine but you
also don't get to hear on the same grapevine when the appeals are not successful.

That takes reading of the decisions.

The picture I gain is that there are large differences between regions and
in some cases, those writing the tickets raise questions as to how and why they
were hired and by whom. Again, a lot depends on where you are.
