IPC Test Prep Questions

I am trying to read CARS/AIM to prepare for the ground briefing part of my upcoming IPC and have the following questions (heretofore presented without due consideration to recency, import, hierarchy or stufflikethatthereof);
1. IFR takeoff minima. I fly from an airport without RVR or Tower. I assume "reported ground visibility" to mean the current METAR. We also have AWOS. Does Awos have any place in the hierarchy? If there was no METAR and and I see 13 lights on the runway (2600') but Awos sees less than 1/2sm is it still legal to take off? (I wouldn't but then I'm still in ENRAT writing mode so reality doesn't come into it).
2. Map question ; on the east side of KBTV there is "R-6501 A & B". What do the "A & B" refer to?
