The CPL flight test guide says that for the enroute exercise gps is not permitted, and that foreflight is explicitly forbidden for the diversion exercise. Once you pass your flight test it's up to you; very few people that I know don't use a tablet for navigation, but you might consider it wise to have a paper chart - even an old one - around, just in case.

I always have paper charts as backups. Cheap insurance that doesn't need batteries, and for many local flights I just fly with the VTA in my lap anyway.
My plane has an Aera 796 GPS and I use ForeFlight (iPad Mini plus Bad Elf GPS) for flight planning.

He could tell you your mother can swim to the moon on tuesday without oxygen, it still doesn't change what's written in the CPL flight test guide.

The new flight test guides issued spring of 2016 specifically states that no map apps like foreflight can be used during Ex. 23 D (Diversion to an Alternate). The apps are fun to play with but this moronic reliance of ipads is going to get people in trouble. You're most likely flying day vfr, plan your route and keep your eyes outside. Stick and rudder first, once you've mastered that then glue your face to the screen. GD magenta babies.
