I didn't read all 7 pages, but if we are talking primary training, simply pass the student on to the Class 1. What's the big deal? Maybe it's a personality conflict, and someone else will resonate with the person in question.
And if it's a "Training Department|" issue, then maybe your "Training Department" has a rogue douchebag that needs to be shown the door!

Keep the dirty side down.

so here I am as a retired pilot. older person, but I survived 40 years from small to big planes. No big deal, normal progression. nobody got hurt, no bent metal.
Then I get a retirement job. Ended up with a nice person in the copilot seat, owned his own airplane actually.
Simple go around, the person was flying, almost lost my life. Managed to recover the situation, nobody got hurt, and guess what, I was somehow blamed. It appears that I should not have not let this person manipulate the controls, so it was all my fault.
So why was this person released in the first place?
Things are getting pretty screwed up in the flying business.
