The most experienced, high time pilot can be a horrible instructor if he doesn't understand how people learn and teaching techniques.
THe FAA's instructor ratings are some of the most challenging to get because of the emphasis on training and the realization that if the Instructor does a poor job he potentially creates a poor quality pilot.
Awareness training on flight instructing techniques could be added; this could be supplemented with a written exam not unlike the FITEN. This is a minimum cost hurdle and could really add value to both instructor and student.
