Same thing goes for tight ratchet straps.

Nylon webbing will stretch more than 20% to take up its rated load. So I tie down with 1000 pound ratchet straps cinched nicely tight. If the extreme load comes, they will stretch somewhat to prevent shocking the aircraft structure. I have seen chains as permanent tiedowns provided by the airport. When I have seen them, there has been a means to cinch them fairly tight too. If the plane is going to bounce around in the wind, I would rather that it not bounce far, before it comes to a sudden stop at the end of a chain with no give.
