From a source within Training, there are no DEC classes until the foreseeable future. The Upgrade programs (both from Q4 Captains/E2 FOs to E2 Captains) are on the go.

Unlikely to see DEC in the near future. Delivery delays are true, but also transfer from Q to E2 and just plain upgrades from FO are now in full swing.

Not sure of exact numbers, however of the 230ish FOs on the E2, there is probably around 40-50 who are qualified for Left seat.

Meeting a matrix and being qualified are two different things when it comes to the left seat

FO's would likely fall into the exceeding 3000 TT, with 1000 hours on type to bid for an upgrade. Those from the Dash with PIC time from the PAI could fall into one of three other rows. For many of them TT is not a factor, it's just feeling comfortable and confident to upgrade as it's still a fairly new facet to the operation that they've become accustomed to.

Wasn't there a comment in the recent pilot communication that they will run out of upgradeable FOs by mid year? So that could lead one to believe that we can expect DEC hiring to start up again around that time.

Being experienced, and exceeding a matrix doesn't always guarantee they (upgrading pilots, not just Porter) have the leadership skills or attitude to upgrade. They might fly the aircraft well, but not play nice with others.
It is a complicated and dynamic situation regarding bypass, current E2 FOs, both DE and PAI, future staffing levels and FOAG.
