Yes - you can be "on call" and have your "restperiod" at the same time. The way it works is like this -- if you don't fly -- you didn't work. There is
nothing nobody can do about it since the evidence will show that you were not flying. It's a thing that's just swept under the rug. Even if you had evidence - the company probably would just get a slap on the wrist. A small fine - which they could write off as business expence anyway.
