Just to point out the obvious...just because people do it doesn't make it legal. I speed in my car all the time.

Anyone knowingly not adhering to the CAR's should not be in aviation. I don't think anyone does so on purpose...or I hope not anyways.

I think the point was made about the value of these manuals being (most likely) out of date, which is I think where this debate came from.

Regardless, just my $0.02
