Good news for all those back home in Canada. I am sure WJ will continue hiring as well.
Over here in Europe there are large rumblings of recruitment all around. British Airways is advertising for pilots as of Oct 1st.

PCC has a Mr. Clarke as head of pilot recruitment. Safe to say that that is who cover letter should be addressed to?

I think he retired but I have been trying to figure out who will have the final say this time around.

The posting doesn't close until Sep 28th. I would be surprised to hear anyone getting called until into October.
As for the cover letters I wouldn't stress about it... put yourself into the recruiters positon; even if they read your manifesto do you think who its addressed to (as long as its something to do with AC) would influence the hiring descion- and with 3000 applicatants they aren't reading your cover letter unless they are looking at you pretty closely.
