It's an enroute transition, it's required and designed as such and needed that you get there precisely from any other waypoint, hense RNAV Required. Busy neck of the woods with lots of airplanes and airspase/approach issues

So everybody's on the same page, here's the approach we're talking about

If I were you, I'd save a route in the GPS that went through the full procedure (LINNG MUSET ELUKI SEKUX BORID RONTO CYTZ), so if ctr clears you via a particular fix, you can load the route and go direct whatever fix they specify. Once you reach BORID, you should be on the loc, so switch your HSI to NAV mode just prior to reaching BORID, and fly the LOC/GS the rest of the way. Your GPS is now serving to identify the fixes the rest of the way to the field, but you should be following the ILS for tracking/slope. You should cross check your altitude as you pass RONTO, 1490' ASL if you're on slope. Note that it is a 3.5º glide slope, a little steeper than your normal 3º slope. At 2000' (1750AGL), you should be on slope 4.7 NM from the field or 1.6 NM before RONTO.

If RNAV was required for the actual approach it would be indicated in the approach name. The "RNAV required" specifies that you need RNAV to transition to the approach, not fly it. In the instance of the above ILS/DME approach there is no procedure turn. The "RNAV required" allows you to fly to either the IAF or the IF and transition to the staight-in approach. The other option is radar vectors. At BORID, you can theoretically (i'm not saying you should) turn your GPS off as you can identify the remaining fixes with the DME and the missed approach is a turn to an NDB.

Once you reach BORID, you should be on the loc, so switch your HSI to NAV mode just prior to reaching BORID, and fly the LOC/GS the rest of the way.
If you do that, the autopilot will start turning the aircraft when the loc is "alive" (46 degrees to intercept) and you will "smart turn" BORID but BORID is a Fly over point and you must fly over it before starting the turn.

They all look to be "Fly By" waypoints to me.

Borid is an IF(intermediate Fix) which is accociated with a conventional aka ILS/DME IAP.NC is mixing conventional and RNAV(GNSS). By strict defination of the Canada Air Pilot Specifications(depiction standards) BORID should be depicted as a solid hash mark since it is DME referenced but what can I say...........
:?

Only "waypoints" that are fly-over are the MAWP and the MAWHP
