Those who have access to the information and the authority to act upon it must also have the moral authority and the will to investigate and act.
But these are the same ones who let these same people fly illegally with FLVCs.

When officials from your own government break the rules they are meant to enforce in order to favour foreigners and a foreign company over local workers and a local company you know something very rotten is going on....

There is new information on this subject. Remember the info that I had received about the maximum hours that commercial pilots are allowed to fly with an EASA licence (900) ?
Well it seems that this also applies to Sunwing pilots flying on wet-lease in Europe, who are also limited to 900 hours in a year when flying in Europe on behalf of a European airline.
The Europeans seem to have waken up to what was going on with pilots going back and forth between Europe and Canada and who were flying a maximum number of hours on each side of the Atlantic. I heard that this year, the European Civil Aviation authorities actually verified the number of hours each pilot had flown in the past 12 months. Kudos to them.......
Will Transport Canada also apply the regulations and verify how many hours each pilot has flown in the past 12 months on both sides of the Atlantic ?

Just finished watching Gilles' interview. He did well considering that going on camera for a national program is quite a challenge. Still don't agree with his points, though.
That aside, I thought the whole script went from "dumb to dumber," and that is to be expected as it is entertainment for mass consumption. The program went into a drift that advocated, instead of hiring temporary foreign workers to fill a need, loosening up immigration quotas to allow more foreigners to get Permanent Residency and eventual Citizenship.

When things were busy in exploration from 2004-2009, I know of several Kiwi's and Aussies who came over and grossly overflew not only our limitations, but then returned and blew their own as well. Not to mention duty times... 60 days in camp anyone?
Things have slowed down now, so I'm not sure it's an issue now, but it sure was for a while there.

These are the EASA Regulations that apply to all EASA member license holders who come to Canada to flly under Part VII using their EASA license and an FLVC. While they are working in Canada, they are supposed to be under the supervision of Transport Canada, who has no knowledge and expertise in European Regulations. This is why the FLVCs were mean to be used in exceptional cases, for specific and limited cases. Never did the lawmaker ever imagine that TC would used 421.07(2)(j) to issue hundreds of FLVC and allow hundreds of foreign licenced FLVC holders to roam Canadian skies at the controls of Canadian airliners.

OPS 1.1100
Flight and duty limitations
1.1. Cumulative duty hours
An operator shall ensure that the total duty periods to which a crew member is assigned do not exceed:
(a) 190 duty hours in any 28 consecutive days, spread as evenly as practicable throughout this period; and
(b) 60 duty hours in any seven consecutive days.
1.2. Limit on total block times
An operator shall ensure that the total block times of the flights on which an individual crew member is assigned as an operating crew member does not exceed
(a) 900 block hours in a calendar year;
(b) 100 block hours in any 28 consecutive days.
These are just examples of regulations that effect all EASA lisenced pilots flying in Canada on FLVC and that I am certain that Transport Canada monitors and enforces while these pilots are in Canada flying on behalf of Canjet and Sunwing. The Transport Canada offices that issue FLVCs to foreign licensed pilots probably have a special Enforcement office specialized in foreign licensing requirements and limitations in order to enforce foreign Regulations on foreign pilots flying in Canada. I am also certain that the Canadian airlines that make use of such pilots also closely monitor that the European pilots not violate European Licensing Regulations while flying in Canada.OPS 1.1105
Maximum daily flight duty period (FDP)
1.2. An operator shall specify reporting times that realistically reflect the time for safety related ground duties as approved by the Authority.
1.3. The maximum basic daily FDP is 13 hours.
1.4. These 13 hours will be reduced by 30 minutes for each sector from the third sector onwards with a maximum total reduction of two hours.
1.5. When the FDP starts in the WOCL (The Window of Circadian Low (WOCL) is the period between 02.00 and 05.59. Within a band of three time zones the WOCL refers to home base time)), the maximum stated in point 1.3 and point 1.4 will be reduced by 100 % of its encroachment up to a maximum of two hours. When the FDP ends in or fully encompasses the WOCL, the maximum
FDP stated in point 1.3 and point 1.4 will be reduced by 50 % of its encroachment.
2. Extensions:
2.1. The maximum daily FDP can be extended by up to one hour.
2.2. Extensions are not allowed for a basic FDP of six sectors or more.
2.3. Where an FDP encroaches on the WOCL by up to two hours extensions are limited to up to four sectors.
2.4. Where an FDP encroaches on the WOCL by more than two hours extensions are limited to up to two sectors.
2.5. The maximum number of extensions is two in any seven consecutive days.
2.6. Where an FDP is planned to use an extension pre and post flight minimum rest is increased by two hours or post flight rest only is increased by four hours. Where the extensions are used for consecutive FDPs the pre and post rest between the two operations shall run consecutively.
2.7. When an FDP with extension starts in the period 22.00 to 04.59 the operator will limit the FDP to 11.45.

A couple weeks ago, I made a CAIRS report. In it I stated that it had been brought to my attention that foreign licenced pilots who come to Canada to work under Part VII and with a TC issued FLVC were sometimes exceeding the max annual hours they are are allowed to fly under an EASA licence (900) and also their max duty day, which is capped at 13 hours.
I got the following message:

Since I am experienced in my dealings with TC now, I did a screen capture.
It gave me a reference number and stated I would be contacted within 5 business days. Weeks went by and no such contact came. So I wrote to them.

Once again, I filed a CAIRS report for which I have yet to receive a file number. It concerned the foreign licensed pilots who exceed the 900 annual hours they are allowed to fly with their EASA license when they come to Canada and fly for a Canadian carrier using an FLVC.
I filed a report for which I received the tracking number IG-0834. See attached word file with a screen capture of that report and the tracking number. It stated that a CAIRS coordinator would be contacting me within 5 business day ? That has not happened.
What is the status of my report please ?
