Re: ICAO Type 2 License

There is actually no longer any such thing as a "Type 2 licence" under ICAO Annexe One. The original Type 1 / Type 2 distinctions were eliminated years ago. However, old habits die hard and people still tend to use the terms. Many national licences still include references to to Type 1 and/or Type 2, but such references are no longer meaningful.

To answer your specific question however, the priveleges of the Canadian 'M1' and 'M2' licenses correspond to those of what was previously refered to as a combined Type 1 / Type 2 licence, in that they permit certification of the full range of maintenance work, regardless of its classification as either minor or major.

One of the old Type 2 privileges used to be the periodic certtification of aircraft as airworthy, but such certification is no longer required under the Canadian regulations. The nearest equivalent would be certification as airworthy for the purposes of obtaining a C of A or an Export C of A, both of which are within the scope of the Canadian 'M' licence.
